New incentives to use RAS in Illinois

Illinois Governor Pat Quinn "signed legislation that provides incentives to turn roofing shingles into asphalt and allows the Illinois Department of Transportation to use the recycled product in paving projects in the state", reports the Peoria Journal Star.

"In the midst of one of the busiest construction seasons in state history, we must continue to embrace green practices in building our roads," Quinn said. "This law will keep more shingles out of landfills, benefit the environment and save the state millions of dollars by expanding our use of recycled materials."

The new law is three-tiered:

  1. It allows IDOT to use asphalt made from recycled roofing shingles (RAS) in road construction projects.
  2. It requires IDOT's asphalt mix designs to allow for the use of RAS in specified quantities.
  3. It allows recycling facilities to count each ton of asphalt they recycle as two tons toward their EPA-mandated recycling quota. This incentive should "encourage recycling facilities to work with roofing and demolition companies to acquire more asphalt shingles".

Contractors in several states, most notedly Missouri and Texas, use 5% RAS in their mix designs. These mixes can be difficult to handle and may have problems with clumping. MWV's Evotherm technology can improve the workability of RAS mixes considerably.
